Law Degree from the Universidad Complutense (Madrid), 1998. Admitted to the Spanish State Advocate's Office (Cuerpo de Abogados del Estado), 2001. Currently, he is a State Advocate on leave of absence. Regular speaker as an expert in procurement and the corporate public sector at ICADE, IFAES, IMAP, CEDE or the Ministry of Justice. His working languages are Spanish and English.
Career
José Ramón joined PEREZ-LLORCA as partner in March 2007. He has extensive experience in the area of public authorities. As a State Advocate, he has provided legal advice to and defended the interests of, the Spanish State, and its institutions and authorities before the courts of law. He held the position of State Advocate-Assistant Director of legal advice to "Gestor de Infraestructuras Ferroviarias" (GIF) and State Advocate-Director of Legal Advice and Secretary to the Board of Directors of the "Corporación de Radio y Televisión Española, S.A." He advises on all areas of Public law. He is an expert in government procurement and of both Law 30/2007, of 30 October, of Public sector Contracts and of Law 31/2007, of 30 October, regarding contracting proceedings in the water, energy, transportation and postal services sectors. He also has extensive knowledge of the private business sector and its processes of restructuring and privatization, not only due to his experience in Grupo SEPI after the restructuring of RTVE, but also because of his advising through the Firm since 2010 on some of the main restructuring and privatization processes of the regional private business sector.
