Alfredo Lafita, in his role as Senior Vice President Iberia-Latam, and Gonzalo Sánchez-Quiñones will be relocating from Madrid to Mexico City with a view to the long term

The team will support the strong growth of the firm’s Mexico practice, led by Country Chair Jorge Mondragón, and the link between Iberia and Latin America, which has become vital to the firm following the internationalisation process led by Iván Delgado from New York

The initiative forms part of Project Scala and enhances partners and lawyers’ ability to move between the various offices of the firm’s Ibero-American platform

Pérez-Llorca is continuing to develop its Ibero-American legal platform by establishing an Iberia-Latam team based in Mexico. This team has been set up to strengthen the firm’s capabilities given the growing volume of transactions and mandates it is handling in both regions.

It will also enable us to consolidate our advisory services on matters originating in Iberia and Europe and relating to Mexico and Latin America and, conversely, to support Mexican corporate clients and family offices who already rely on Pérez-Llorca for their transactions in Iberia and other European markets from Mexico.

To lead the Iberia-Latam team, Alfredo Lafita, a partner in the Corporate/M&A practice, will relocate from Madrid to Mexico City as Senior Vice President Iberia-Latam. Lafita has extensive experience in M&A, private equity, the stock market, joint ventures and corporate restructuring, and has advised multinational companies on some of their most significant corporate transactions. Along with Lafita, Gonzalo Sánchez-Quiñones, who was recently appointed partner in the Corporate/M&A practice and has over 11 years’ experience at the Madrid office, will also be moving to Mexico City.

In addition to these two partners, a further six Spanish lawyers specialising in areas such as Insurance, Corporate/M&A, Real Estate and International Litigation and Arbitration will also form part of the Iberia-Latam team to support the development and coordination of transactions and matters requiring multi-jurisdictional advice, joining the more than 200 people the firm employs across Mexico City and Monterrey.

This initiative forms part of Project Scala, through which Pérez-Llorca aims to capitalise on the opportunities arising from its internationalisation process, consolidate a fully integrated Ibero-American legal platform, strengthen coordination in advising clients operating across multiple jurisdictions, and promote the mobility of partners and lawyers, as well as the development of international careers within the firm.

The initiative is a response to the growing level of business integration between Mexico and Europe, which was further strengthened in May 2026 with the signing of the Modernised Global Agreement between the European Union and Mexico and the Interim Trade Agreement, which establish a new framework for deepening trade and investment relations. Spain plays a particularly significant role in these investment flows: according to the latest figures from Mexico’s Ministry of Economy, it was the second-largest source of foreign direct investment in Mexico during the first half of 2026, behind only the United States, with $4.954 billion, accounting for 14.2% of the total received. Conversely, ICEX ranks Mexico as the sixth-largest investor in Spain and the third-largest from outside the European Union, behind only the United States and the United Kingdom.

“Business relations between Mexico and Europe are at a particularly significant juncture. European companies have a very well-established presence in Mexico and, at the same time, we are seeing growing interest from Mexican groups in Spain and other European markets. Pérez-Llorca’s Iberia-Latam team strengthens the firm’s capabilities on both sides of the Atlantic, responds to the growing volume of work between the two regions, and connects our teams and our expertise even more directly so that we can support clients right where they make and implement their investment decisions,” said Alfredo Lafita.

Pedro Pérez-Llorca, the firm’s Senior Partner, will return to Madrid at the end of 2026 as scheduled, after spending a year carrying out his duties from Mexico City. He will remain closely involved with the Mexican legal practice from Madrid, while spending periods of time in Mexico. “As well as being a very positive life experience,” Pérez-Llorca said, “my year in Mexico has given me first-hand insight into the vast opportunities offered by the Mexican market, the challenges and plans of our clients, and the enormous potential of our local talent. I’m very proud of our team in Mexico and of everything they’re achieving.”

Apart from Lafita’s appointment as Senior Vice President Iberia-Latam, the firm’s governance structure remains unchanged and continues to be led by the International Partnership Board, with Pedro Pérez-Llorca as Senior Partner, Julio Lujambio as Executive Partner and Iván Delgado as International Executive Partner, alongside the Country Chairs: Jorge Mondragón in Mexico, Mauricio Piñeros in Colombia and Luis Miranda in Peru.

Juan David Quintero, a partner in the Corporate/M&A practice, will join the firm’s New York office, while Alejandro Sanabria, a partner in the Tax practice, will be based in Madrid

Both will continue to practise Colombian law from their new locations

Pérez-Llorca continues to advance with its internationalisation strategy by relocating two of its partners from Colombia. Juan David Quintero, a partner in the Corporate/M&A practice, will join the New York office from Bogotá, while Alejandro Sanabria, a partner in the Tax practice, will be based in Madrid. Both will continue to practise Colombian law from their new locations.

These relocations reflect the growth in investment flows between the Americas and Europe and the increasing interconnection of both regions with Asia and the Middle East. Against this backdrop, companies, funds and investors are increasingly undertaking transactions that combine different jurisdictions, sources of funding and decision-making centres. The presence of Colombian lawyers in New York and Madrid will enable the firm to link these opportunities more directly with its teams in Latin America and provide coordinated advice from some of the world’s leading financial and business centres.

These moves form part of Project Scala, an internal initiative designed to capitalise on the opportunities arising from the firm’s internationalisation process, the aims of which are to consolidate a fully integrated Ibero-American legal platform, coordinate the provision of advice to clients operating across multiple jurisdictions, and promote the mobility and professional development of its lawyers.

Juan David Quintero’s move to New York will help strengthen Pérez-Llorca’s relationship with the US firms with which he regularly collaborates and which he advises on transactions and investments in Latin America. Quintero has over 15 years’ experience in domestic and cross-border mergers and acquisitions, private equity funds, joint ventures and corporate reorganisations. He is a lawyer admitted to practise in Colombia and in the state of New York, holds a Master’s degree in Corporate Law from New York University School of Law and has studied business at NYU Stern School of Business. Throughout his career, he has been involved in transactions for companies such as Ecopetrol, Bavaria, Valorem, EPM, Nutresa, Sura, Nexans and EnfraGen, among others.

Alejandro Sanabria’s relocation to Madrid reflects the sustained interest of Spanish and European investors and companies in identifying opportunities and developing their businesses in Colombia and across Latin America as a whole. His experience in international taxation and tax advisory services relating to mergers and acquisitions, financing, investment funds, infrastructure, energy and property investment will enable him to contribute his knowledge of Latin American markets to the teams supporting European investors as they enter, expand and structure their operations in the region. He has been involved in transactions such as structuring Atlas Renewable Energy’s investment in Colombia and its strategic alliance with Isagen, as well as Macquarie Capital’s acquisition of the concession agreement for the Briceño–Tunja–Sogamoso road.

“Our international strategy reflects a new reality: investments are no longer structured in isolation between two jurisdictions, but increasingly involve companies, funds, financiers and advisers from different markets. Juan David and Alejandro’s relocations to our offices in New York and Madrid will enable us to bring our expertise in Colombian law to the places where many of these transactions originate and are structured, to be closer to the US firms we work with, and to provide coordinated support to our clients on their projects in Latin America”, stated Iván Delgado, International Executive Partner at Pérez-Llorca, based in New York.

This initiative is underpinned by a leadership structure that is closely aligned with the region’s main markets. Iván Delgado heads Pérez-Llorca’s international strategy from New York, while Pedro Pérez-Llorca, the firm’s Senior Partner, moved temporarily to Mexico City for a year at the start of 2026 to support the Americas team and, from there, strengthen the development of the Ibero-American platform.

Pérez-Llorca practises Spanish, Portuguese, Mexican, Colombian and Peruvian law and has offices in Abu Dhabi, Barcelona, Bogotá, Brussels, Lima, Lisbon, London, Madrid, Medellín, Mexico City, Monterrey, New York and Singapore. The firm has also established itself as the Ibero-American law firm with the highest number of accolades in the latest editions of Chambers Latin America and Latin Lawyer 250, reflecting the standing of its teams and practice areas in the region’s key markets.

The firm has appointed Arturo Tuesta, Paola Saavedra and Ronald Vargas (Tax) in Lima

Luís Roquette Geraldes (Emerging Companies and Venture Capital) and Martim Teixeira (Tax) join Lisbon

The appointment of highly regarded specialists enables the firm to continue expanding its services in strategic areas and to support its clients in their most complex transactions and matters.

Significant expansion of the Tax team in Lima and first appointments in Peru following the merger with Miranda & Amado

Pérez-Llorca in Peru is strengthening and diversifying its tax practice with the appointment as partners of Arturo Tuesta, Paola Saavedra and Ronald Vargas, who were previously partners at a Big Four firm in Peru. The three of them are joined by a team comprising 13 professionals, including lawyers and specialists in accountancy and taxation. These are the first partner appointments in Peru following the merger of Miranda & Amado and Pérez-Llorca, and they enable the firm to expand the tax-related services it offers to its clients.

Arturo Tuesta has 34 years’ experience and is widely renowned for his track record as an adviser to Peru’s leading companies on M&A and wealth management transactions. Prior to joining Pérez-Llorca in Peru, he was the Head of Tax at one of the Big Four firms there.

Paola Saavedra’s practice focuses primarily on serving wealth management clients and advising companies in the infrastructure and energy sectors on tax compliance and tax audit procedures.

Ronald Vargas is recognised for his tax advisory work for companies in the financial, property and agro-industrial sectors, as well as for his expertise in international taxation and in tax audits and litigation.

Tuesta, Saavedra and Vargas are joining partner Pablo Sotomayor, who has 25 years’ professional experience, 21 of which have been with the firm, and together they will form one of the largest tax practices in Peru.

Pérez-Llorca further expands its project in Portugal, a key market for its Ibero-American platform

Pérez-Llorca has appointed Luís Roquette Geraldes and Martim Teixeira as new partners in the Lisbon office. The appointment of Luís Roquette Geraldes strengthens the firm’s Iberian and Ibero-American Emerging Companies and Venture Capital (ECVC) practice, while Martim Teixeira bolsters the firm’s Tax practice in Portugal, particularly in the area of tax litigation.

Luís Roquette Geraldes has joined the firm to head up its new Emerging Companies and Venture Capital (ECVC) practice in Lisbon. Prior to joining, he was Corporate and M&A partner and head of the team specialising in start-ups and venture capital at a leading Portuguese firm, where he also coordinated the Private Equity department. With a particular focus on the technology and life sciences sectors, Luís’ practice centres on emerging companies and private capital. Throughout his career, he has led hundreds of funding rounds in more than 20 jurisdictions and has advised both high-growth companies and international and local funds on cross-border transactions.

Martim Teixeira is joining the Tax practice in Lisbon as a partner. With 15 years’ experience, he specialises in providing tax advice to foreign investors and multinational groups, both on domestic and international investment transactions and on the tax structuring of M&A deals, private equity transactions and highly complex financial transactions. He also has extensive experience in tax litigation, representing clients in proceedings before the tax authorities and the Portuguese courts.

Pérez-Llorca is the Ibero-American firm with the highest number of practices ranked in Band 1 in the Chambers Latin America 2027 guide, published by Chambers & Partners, one of the most prestigious international legal directories.

The firm has achieved 12 practices in Band 1 and 12 in Band 2, placing 24 practice areas within the two highest categories of the Chambers Latin America rankings. This makes Pérez-Llorca the IberoAmerican firm with the highest number of Band 1 and Band 2 practices, a recognition that reflects the excellence of its teams, the trust placed in the firm by its clients, and the reputation it has built across the region.

In total, Pérez-Llorca has secured 51 practice area rankings in this year’s edition of Chambers Latin America. These results consolidate the firm’s position in the region and reflect the strength of its teams in Mexico, Colombia and Peru, reaffirming an internationalisation strategy that has established PérezLlorca as the leading legal platform in Ibero-America.

Peru strengthens its position among leading firms, Colombia consolidates its leadership and Mexico records significant advances

In Peru, the firm (formed through the merger of Miranda & Amado with Pérez-Llorca) now has six practices in Band 1, following the promotion of Competition/Antitrust, which joins the group made up of Banking & Finance, Capital Markets, Corporate/M&A, Dispute Resolution: Arbitration and Real Estate.

In Colombia, the firm now has five practices ranked in Band 1, thanks to the promotion of Corporate/M&A and Energy & Natural Resources, which join Banking & Finance, Capital Markets and Tax, already ranked in the top tier.

In Mexico, Pérez-Llorca has obtained a Band 1 in Dispute Resolution: Civil & Commercial Litigation: Highly Regarded, in addition to the promotion of Projects to Band 2.

As for Band 2, the firm is ranked in Dispute Resolution: Litigation, Energy & Natural Resources: Oil & Gas, Environment and Projects in Peru; in Dispute Resolution: Civil & Commercial Litigation, Intellectual Property, International Trade/WTO, Public Law and Real Estate in Colombia; and in Corporate/M&A: Elite, Intellectual Property and Projects in Mexico.

As for the individual lawyers ranked in this Chambers Latin America 2027 guide, the firm has achieved 128 individual rankings, reflecting the prestige and experience of its lawyers.

“These accolades are particularly significant as they highlight the trust our clients place in our teams every day, and the collective effort of all the firm’s professionals to provide legal advice of the highest quality”, said Iván Delgado, International Executive Partner at Pérez-Llorca.

The Chambers Latin America guide compiles its rankings through an independent research process based on interviews with clients, lawyers and market participants, assessing criteria such as the technical quality of advice, experience with complex matters, client service and team reputation.

The operation strengthens the firm’s ability to connect international investors, sovereign wealth funds, financial institutions and multinational companies with strategic opportunities in the Ibero-American region

Miranda & Amado and Pérez-Llorca have successfully completed their merger, announced in May, following approval by the partners’ meetings and governing bodies of both firms. This marks a milestone for the legal market, bringing together two leading firms in their respective jurisdictions into a single, fully integrated platform and a market leader in the Ibero-American region.

Pérez-Llorca will have around 1,300 professionals and offices in Barcelona, Bogotá, Brussels, Lima, Lisbon, London, Madrid, Medellín, Mexico City, Monterrey, New York and Singapore, as well as Abu Dhabi, where the firm’s recent opening makes Pérez-Llorca the first Ibero-American law firm to have a physical presence in this international financial centre.

Miranda & Amado has grown by 30% over the past four years, while Pérez-Llorca has grown by more than 87% over the same period. Following the merger, Pérez-Llorca’s global pro forma sales for the last twelve months are expected to reach approximately $280 million.

The integration strengthens Pérez-Llorca’s ability to advise sovereign wealth funds, institutional investors, financial institutions, large corporations and international law firms on their major transactions, financing, international litigation and arbitration, as well as on their most complex and strategic regulatory matters, linking Europe, Asia, the Middle East and Latin America.

The Lima office will be fully integrated into Pérez-Llorca’s structure, governance and operating model. Peruvian partners will join Pérez-Llorca’s governing bodies and take on leadership roles in key international practices, while day-to-day management in the country will be overseen by an Executive Committee comprising local partners.

Furthermore, during a transitional period, the firm will operate in the Peruvian market under the name Pérez-Llorca, Miranda & Amado before adopting the brand name Pérez-Llorca Perú.

Pedro Pérez-Llorca, Senior Partner at Pérez-Llorca, stated: “The merger with Miranda & Amado represents a decisive step in our international strategy. We have built a unique platform to support our clients across the main investment corridors between Europe and Latin America, and we are strengthening our ability to link this axis with some of the world’s most important financial centres, including Asia and the Middle East. Our aim is to be the leading firm for the most sophisticated transactions and matters in the Ibero-American region.”

Iván Delgado, Pérez-Llorca’s International Executive Partner, added: “The merger with Miranda & Amado and the opening in Abu Dhabi are complementary milestones within the same project. We want to have a presence both in markets that generate capital and in those that offer the best investment and growth opportunities. This combination enables us to connect international investors with strategic projects in Europe and Latin America via a single, integrated platform.”

Luis Miranda, Founding Partner of Miranda & Amado, said: “This integration combines Miranda & Amado’s leadership and local expertise with a world-class international platform. We share a common vision of excellence, ambition and client service, and we are convinced that this partnership will enable us to offer distinctive advice to companies and investors who are increasingly operating beyond their traditional markets.”

The opening of the Abu Dhabi office, headed by Gonçalo Capela Godinho, strengthens the firm’s commitment to the Gulf region, its confidence in the region’s long-term prospects, and represents a firm commitment to the local business ecosystem

The move forms part of the firm’s international growth strategy and follows on from its recently announced entry into the Peruvian market

Pérez-Llorca announced today that it has launched operations in Abu Dhabi, marking a key milestone in its international growth strategy for 2026. This opening strengthens the firm’s commitment to the Middle East, a key region for global investment, and forms part of an international roadmap that this year also includes the launch of operations in Peru.

Located in ADGM, the international financial centre of Abu Dhabi, the new office will enable Pérez-Llorca to strengthen its relationship with key financial players in the Middle East and support their investments in the markets where the firm operates, working in collaboration with Pérez-Llorca’s teams in Spain, Portugal, Mexico, Colombia and Peru, as well as with the Portuguese-speaking Africa practice coordinated from Lisbon and professionals in London, New York, Brussels and Singapore.

The office is led by Gonçalo Capela Godinho, a partner with a career spanning nearly 25 years, including several years spent in Latin America and New York, who has extensive experience in complex and cross-border transactions and has played a key role in the establishment and rapid consolidation of Pérez-Llorca’s Lisbon office.

Commenting on the launch, Capela Godinho said: “Abu Dhabi has established itself as one of the leading international financial hubs and an increasingly important nexus for institutional capital. Our presence in the Middle East will enable us to strengthen our relationships with our existing clients and work more closely with the investors who are driving some of the most significant transactions and capital allocation decisions globally.”

Arvind Ramamurthy, Chief Market Development Officer at ADGM, said: “Pérez-Llorca’s decision to establish a presence in Abu Dhabi reflects the growing importance of the Gulf in international investment and commercial activity. As capital becomes increasingly global in scope, demand for sophisticated legal and advisory expertise continues to grow alongside it. The firm’s presence further strengthens the depth of professional services available within ADGM and reinforces Abu Dhabi’s role in facilitating international investment and commercial activity.”

Commitment to the region

The decision to launch a regional office reflects Pérez-Llorca’s long-term conviction in the region and confidence in the economic fundamentals that have driven growth and attracted international investment in the Gulf.

The Abu Dhabi office will become an integral part of Perez-Llorca’s global network and reflects a long-term structural strategy rather than a standalone expansion. The move is underpinned by the UAE’s proximity to the main centres of international investment and Perez-Llorca’s capacity to support its clients wherever new business opportunities emerge.

Over the past few decades, sovereign wealth funds and major institutional investors from the Gulf have become increasingly influential participants in international transactions, becoming key players in sectors such as infrastructure, energy, technology, healthcare, property and the energy transition.

At the same time, commercial and strategic ties between Gulf states and Perez-Llorca’s core markets, including Latin America, have deepened considerably. A regional presence will enable the firm to better serve investors and businesses operating across these corridors, while reinforcing Abu Dhabi’s growing role for international legal and financial activity.

“Geopolitical cycles are a fact of life in any international market. Our decision to establish a presence in Abu Dhabi is based on a long-term vision and the conviction that the region will continue to play an increasingly significant role in global investment flows. We remain fully committed to the region and to supporting our clients from an international platform,” said Pedro Pérez-Llorca, Senior Partner of the firm.

Consolidation of the firm’s international project

With the launch of Pérez-Llorca’s operations in ADGM, the firm takes another step forward in consolidating its international presence.

This office is in addition to the merger agreement between Pérez-Llorca and Miranda & Amado, a leading Peruvian law firm; the deal was announced in May and is expected to be finalised in the coming weeks once it has been approved by the governing bodies of both firms.

Iván Delgado, International Executive Partner at Pérez-Llorca, stated: “The launch of our office in ADGM and the forthcoming merger with Miranda & Amado in Peru are complementary milestones within the same international project. We want to have a presence both in markets that generate capital and in those that offer investment and growth opportunities. Abu Dhabi and Lima strengthen our ability to connect international investors with strategic projects in Europe and Latin America, solidifying a unique platform within the Ibero-American region”.

With Abu Dhabi and Lima as new growth hubs, Pérez-Llorca is making progress in building an Ibero-American platform capable of connecting capital, legal talent and investment opportunities in strategic markets, thereby strengthening its ability to support clients and investors in highly complex cross-border transactions.

Once combined, the firm will bring together nearly 1,300 professionals across its global offices, with a prominent presence in Mexico, Colombia and Peru

Completion of the merger is anticipated within the coming weeks, pending approval from the governing bodies of both firms

Miranda & Amado and Pérez-Llorca have entered into an agreement for full legal and economic integration, to create the leading law firm in Ibero-America. This is an unprecedented milestone in the Peruvian market: the first full merger between a leading local firm and a top-tier Ibero-American practice.

Completion of the merger is anticipated within the coming weeks, once the relevant approvals have been obtained from the governing bodies of both firms.

A platform spanning Ibero-America

With the addition of the approximately 240 professionals from Miranda & Amado, Pérez-Llorca will have a team of nearly 1,300 professionals globally and close to 700 people in Latin America, solidifying a footprint across Mexico, Colombia and Peru that positions the firm as the partner of choice for major international companies, investment banks and financial sponsors with interests in the region.

The two teams’ complementary strengths will equip the merged firm to provide the same calibre of advice on local transactions and on investment flows into Peru from the United States, Europe, Asia and the Middle East, while further positioning it as a key participant in the most significant international disputes linked to Ibero-American jurisdictions. The partners at Miranda & Amado will join the governing bodies of Pérez-Llorca and take on leadership roles in key international practice areas.

First-class credentials and recognition

Both firms have built outstanding track records, as recognised by the principal international legal directories: 50 Band 1 and 2 rankings in Chambers & Partners and 61 Tier 1 and 2 rankings in Legal 500. Miranda & Amado was awarded the Chambers & Partners Client Service Award Peru 2026 and is listed as an Elite firm in the Latin Lawyer 250, a distinction it shares with Pérez-Llorca Mexico and Pérez-Llorca Colombia.

Project Scala: an Ibero-American vision

This merger forms part of Project Scala, Pérez-Llorca’s initiative to build an integrated Ibero-American firm, underpinned by harmonised service standards and a coordinated advisory capability for cross-border transactions. After completing mergers in Mexico (2024) and Colombia (2025), Peru represents a natural consolidation of the firm’s presence across Latin America.

The integrated firm will offer advice on Spanish, Portuguese, European, Mexican, Colombian and Peruvian law from its offices in Barcelona, Bogota, Brussels, Lima, Lisbon, London, Madrid, Mexico City, Medellin, Monterrey, New York and Singapore. A new Abu Dhabi office is set to open during 2026, serving Middle Eastern investors in their operations across the Iberian Peninsula and the Americas.

Leadership quotes

In the words of Pedro Pérez-Llorca, Senior Partner at Pérez-Llorca: “The merger with Miranda & Amado marks a new milestone in a project launched three years ago with a clear ambition: to build a leading, robust and sustainable Ibero-American law firm. Following Mexico and Colombia, Peru strengthens our presence in Latin America and consolidates a growth model based on full integration with leading firms that share our culture, standards of excellence and our vision of the practice of law.”

Also commenting on the merger, José Daniel Amado, Founding Partner of Miranda & Amado, said: “This integration represents an extraordinary opportunity to combine Miranda & Amado’s reputation, track record and talent with Pérez-Llorca’s international reach. It stems from the convergence of two firms that share the ambition to lead the market, strengthen their local presence and build a global platform without precedent in the region.”

Iván Delgado, International Executive Partner at Pérez-Llorca, added: “Latin America is a strategic priority. With this integration, we are taking a significant step forward in our ability to offer seamless, high-value advice to our clients throughout the region.”

26% of Pérez-Llorca’s total pro forma turnover (€55.5 million) came from the firm’s operations in Portugal, Mexico and Colombia

The firm has increased its sales sixfold over the last decade

Pérez-Llorca increased its pro forma global revenue by 28% in 2025, ending the financial year with a turnover of €211.3 million (approximately $250 million), a figure that consolidates the double-digit growth trajectory the firm has maintained over the last five years. This pro forma revenue includes sales for the full year 2025 in Spain, Portugal and Mexico, as well as in Colombia, a new market for the firm.

The firm’s turnover in Spain rose to €155.8 million, representing an increase of approximately 17% compared with 2024. The firm’s Portuguese, Mexican and Colombian law practice areas recorded pro forma sales of €55.5 million, accounting for 26% of the firm’s total revenue.

The increase in turnover reflects both the solid performance of the Spanish market and the strong growth of the international business, which continues to account for an increasing share of the firm’s overall turnover.

These figures, pending final audit approval, once again show Pérez-Llorca achieving record sales levels and consolidate its track record of sustained growth. Over the past decade (2016–2025), Pérez-Llorca has increased its sales sixfold.

“The growth achieved in 2025 is the result of having a very clear roadmap across the four markets in which we operate: advising our clients on highly complex transactions, significant disputes and regulatory matters, upholding consistent standards of excellence and maintaining a clear focus on attracting and developing the best talent. Our ambition is, and will continue to be, to grow in all the jurisdictions we are present in,” said Pedro Pérez-Llorca, the firm’s Senior Partner.

International strategy

To drive and capitalise on its global growth, Pérez-Llorca launched Scala in 2025, an initiative designed to harness the opportunities of its internationalisation and solidify its standing as a leading Ibero-American legal services firm.

Scala is not only the driving force behind selective expansion into key markets and the comprehensive, coordinated support of major clients with a presence across multiple jurisdictions, but also helps channel the international opportunities available to Pérez-Llorca’s talent.

As part of this initiative, Pedro Pérez-Llorca, the firm’s Senior Partner, has temporarily relocated to Mexico City for a year with the aim of providing on-the-ground support for a growing project and working alongside the Americas team: Iván Delgado, International Executive Partner; Jorge Mondragón, Country Chair for Mexico; and Mauricio Piñeros, Country Chair for Colombia.

Julio Lujambio, Executive Partner, is implementing the strategy and leads the Iberian market from Spain, while Constanza Vergara, Partner and COO of Pérez-Llorca, coordinates the firm’s day-to-day operations.

Project Scala also involves a reorganisation of the group of companies to enable it to capitalise on all emerging opportunities by ensuring the most appropriate structure is in place.

As part of this international expansion, the firm has recently announced the forthcoming opening of an office in Abu Dhabi, making it the first Latin American firm to establish a physical presence in the city. This new office will be headed by Gonçalo Capela Godinho, who will hand over the reins of the Portugal office to Carlos Vaz de Almeida, who serves as Managing Partner, as well as to Inês Arruda and Adolfo Mesquita Nunes, who are Country Co-chairs.

The new office will be headed by Gonçalo Capela Godinho, current Country Chair of Pérez-Llorca in Lisbon

The Lisbon office will be headed by Carlos Vaz de Almeida, who will become the office’s Managing Partner. Inês Arruda and Adolfo Mesquita Nunes will become Country Co-chairs

The opening also responds to the strengthening of economic relations between Mexico and the United Arab Emirates, whose bilateral non-oil trade exceeded $2.6 billion last year, with annual growth of over 3%, consolidating new opportunities for investment and international legal advice.

Pérez-Llorca today announced its intention to open an office in Abu Dhabi, United Arab Emirates, in 2026, in the Abu Dhabi Global Market (ADGM), one of the main international financial centres in the region.

The decision is part of the firm’s international strategy and responds to structural developments in global capital flows. Gulf-based institutional and private investors have been taking an increasingly significant role in financing and acquiring assets in jurisdictions such as the Iberian Peninsula, Latin America and Portuguese-speaking African countries.

This new Pérez-Llorca office in Abu Dhabi will be headed by Gonçalo Capela Godinho, current Country Chair of the Lisbon office. With a strong international profile and extensive experience in advising clients on complex, cross-border transactions, Capela Godinho will lead the office’s establishment and drive the development of institutional and commercial relationships in the region. Initially, two Pérez-Llorca associates will make the move alongside Gonçalo Capela Godinho.

With Capela Godinho’s departure to Abu Dhabi, the Lisbon office will be headed by Carlos Vaz de Almeida, who will be Managing Partner, while Inês Arruda and Adolfo Mesquita Nunes will be Country Co-chairs.

Abu Dhabi: a strategic international investment hub

The future Pérez-Llorca office in Abu Dhabi will serve as a platform for relationship, origination and execution, aimed at supporting Gulf investors in overseas investment projects, working closely with Pérez-Llorca’s teams in Spain, Portugal, Mexico and Colombia, as well as with the Lusophone Africa practice coordinated from Lisbon.

The firm’s presence in Abu Dhabi is not intended to develop local legal practice in the Middle East. On the contrary, it aims to strengthen the firm’s proximity to international capital sources that invest in markets where Pérez-Llorca has effective capacity to enforce local law, ensuring an integrated, rigorous approach with a high degree of control over legal enforcement.

According to Gonçalo Capela Godinho, the Pérez-Llorca partner who will lead the project, “by opening an office in Abu Dhabi, we can be closer to investors who have been playing an increasingly important role in transactions in the Iberian Peninsula, Latin America and Portuguese-speaking Africa. This is consistent with our strategy of orderly growth and our focus on advising on complex cross-border transactions, combining client proximity with direct legal enforcement in the relevant jurisdictions.”

Jorge Mondragón, Country Chair of Pérez-Llorca in Mexico, pointed out that “the strengthening of economic ties between Mexico and the United Arab Emirates is opening up new investment opportunities in strategic sectors. Having a presence in Abu Dhabi reinforces our ability to accompany our clients in increasingly sophisticated transactions with cross-border components.”

In recent years, the trade relationship between Mexico and the United Arab Emirates has shown a trend of sustained growth. According to official figures from the UAE Ministry of Foreign Affairs, bilateral non-oil trade exceeded $2.6 billion in 2024, with annual growth of over 3%, reflecting greater dynamism in trade and mutual interest in deepening economic cooperation.

The Abu Dhabi office will work in an integrated manner with the rest of Pérez-Llorca’s international offices, including London, New York, Brussels and Singapore, strengthening the firm’s position as a leading legal partner in international investments that require local depth, international coordination and close client relationship management.

Portugal: strengthening the Iberian project and international momentum

In parallel, Pérez-Llorca is reaffirming its commitment to Portugal, where the firm has experienced significant growth above expectations in just two years. The Lisbon office has undergone a very significant expansion, both in financial terms and in terms of the number of professionals, and now has a solid presence in the Portuguese legal market.

The office currently employs more than 60 people, with 14 partners leading multidisciplinary teams covering all areas of business law, as well as key sectors.

In keeping with the ambition for growth that characterises Pérez-Llorca and its international vocation, the office is now entering a new phase of consolidation. This stage involves a governance structure tailored to the size already achieved and the demands of a project with a strong Iberian and international focus, similar to what Pérez-Llorca has done in other jurisdictions.

In this context, a new structure has been created in Lisbon, based on a Managing Partner, with executive functions, and two Country Co-chairs. Carlos Vaz de Almeida will assume the role of the firm’s Managing Partner, while Inês Arruda and Adolfo Mesquita Nunes will act as Country Co-chairs.

“We are extremely grateful to Gonçalo for his work over the years in Lisbon, who is handing over the management of this office to three outstanding professionals. We believe that this new structure reinforces the firm’s commitment to Portugal as a long-term strategic project and reflects our desire to continue promoting sustainable growth, supported by consolidated teams and solid technical excellence,” said Pedro Pérez-Llorca, senior partner at Pérez-Llorca.

“With great ambition and vision, Gonçalo Capela Godinho, alongside the management team in Spain, was able to quickly build a unique team of carefully selected professionals, enabling the Portuguese arm of the firm to reach the level of maturity and implementation it enjoys today. The firm can only be grateful to him, especially at a time when he is taking on an equally important challenge in the context of Pérez-Llorca’s internationalisation strategy. I am grateful to the management team for the trust they have placed in me and I approach this appointment with the same responsibility and enthusiasm, at a particularly important time for the project and for the firm’s ambitions and high standards,” stated Carlos Vaz de Almeida, Managing Partner of Pérez-Llorca’s Lisbon office.

International strategy: sustained growth and presence in global decision-making centres

The intention to open an office in Abu Dhabi is part of Pérez-Llorca’s international expansion plan, aimed at strengthening its presence in strategic centres and consolidating its capacity to support clients and investors in global transactions.

This initiative responds to the need to provide full coverage for the firm in a region with growing influence on global investment flows and a central role in international financial decision-making.

Pérez-Llorca’s international trajectory began in 2015 with the opening of offices in London and New York, continued with Brussels and was consolidated with Singapore, thus covering the financial capitals of the three major regions of global economic development and the European regulatory capital. This strategy culminated in 2024, when Pérez-Llorca entered the Mexican legal market, and in 2025, when it entered the Colombian market, thus becoming a leading Ibero-American law firm.

“We are very proud of everything we are building internationally. We are advancing faster than we expected in our strategy, and that drives us to continue growing our international presence so that we can continue to support our clients in their transactions, litigation and regulatory matters, while also helping our talent to develop in an international environment,” said Iván Delgado, Pérez-Llorca’s international executive partner.
