Experience

He has more than 13 years of experience in energy and infrastructure law. He has advised the leading participants in the Peruvian energy market, including power generation companies across all technologies, transmission and distribution companies, free consumers, as well as domestic and international investors and public entities involved in the electricity system and natural gas market.

In the field of generation and transmission projects, he has participated in the implementation, consolidation, and commercial operation of power generation facilities—including solar and wind projects developed under Peru’s Renewable Energy Resources (RER) framework—as well as in the development of transmission lines essential to the National Interconnected Electric System (SEIN). His involvement has ranged from initial regulatory structuring to operational commissioning, ensuring regulatory viability and bankability throughout the entire lifecycle of these assets.

In corporate and financial structuring matters, he has advised on the incorporation of energy companies, the award of government contracts, project finance transactions, asset structuring for investors, and mergers and acquisitions involving assets and companies across various segments of the sector.

In the contractual sphere, he has extensive experience in the negotiation and implementation of EPC contracts, operation and maintenance (O&M) agreements, power supply agreements, self-generation arrangements, and project financing structures, integrating technical, regulatory, contractual, and economic analysis in each case.

He has also been involved in regulatory and contractual disputes, administrative proceedings before OSINERGMIN, COES, and the Ministry of Energy and Mines (MINEM), as well as matters requiring close coordination with technical experts and consultants in the resolution of complex energy and infrastructure disputes.
