Frank García focuses his practice on tax law, with particular emphasis on international taxation, corporate tax planning, and tax litigation. Experience

Frank joined the tax practice of a leading law firm in Peru in 2019. In international taxation, he advises multinational companies on cross-border transactions, focusing on the application of Double Taxation Conventions and the Multilateral Instrument (MLI). He has participated in tax due diligence for high-stakes acquisitions in the energy and oil & gas sectors, optimizing tax structures for multimillion-dollar deals. He also manages cost-basis recovery requests before the Peruvian tax authority (SUNAT) for share transfers involving major energy corporations. In private wealth, he leads tax compliance and strategic planning for high-net-worth individuals with complex offshore investment portfolios. He also actively participates in tax litigation, drafting specialized legal briefs and strategic documentation for administrative and judicial tax proceedings.

Academic and Publishing Collaborations

Frank has served as a Teaching Assistant for the Introduction to Legal Sciences course at the PUCP Faculty of Law for four consecutive semesters. He is also a Graduate Teaching Assistant for the General Tax Law and Income Tax and General Sales Tax courses at the same faculty.

Regarding recent publications, he has published in the Commemorative Book for the 40th Anniversary of IFA Peru (2024) with the article “Notes on the Interpretation Procedure of the Double Taxation Convention between Peru and Chile” and in Themis Law Review (2026) with the article “Hermeneutics of the MLI: Interpretation Rules and Challenges for the Implementation of BEPS Measures in Peru”, as well as other publications on the Enfoque Derecho and Editorial Economía y Finanzas web portals.
