José Pedro Pérez-Llorca is the Founding Partner of Pérez Llorca.

Although José Pedro Pérez-Llorca has always been considered as a lawyer first and foremost, at one stage of his career he played a prominent role in Spanish politics. As well as Madrid Deputy of the Union of the Democratic Centre (“Unión de Centro Democrático”), he was floor leader of the Parliamentary group of the Centrist party and one of the seven drafters of the Spanish Constitution.

José Pedro was a member of the Diplomatic Service and of the Body of Lawyers of the General Courts (“Cuerpo de Letrados de las Cortes Generales”), and was subsequently Minister responsible for the Prime Minister’s Office (“Ministro de la Presidencia del Gobierno”), Minister of Parliamentary Relations, Minister of Territorial Administration and Foreign Minister. Whilst serving in this latter position he began the negotiations on Spain’s accession to the EU and completed six chapters of the total sixteen. In addition, he was instrumental in the signing of a new treaty with the U.S. and was the driving force behind Spain’s accession to NATO.

  • Semester studying Constitutional Law and German Law, Albert Ludwig Universität (Munich)

He speaks Spanish, English, French and German.

Experience

In December 1982, José Pedro retired from political life and founded the firm Pérez-Llorca of which he is Founding Partner, where he currently specialises in arbitration. He is a well-known arbitrator and has advised on national and international litigation proceedings and transactions affecting companies from Spain and around the world.

He holds Honorary Doctorates in Law from the UNED (University by Distance Learning) of Madrid (1988) and the University of Léon (2004). In 2012, the University of Cádiz also awarded an Honorary Doctorate to Pérez-Llorca for being one of the founders of the current Spanish Constitution. He is the author of numerous publications and he has been President of the Royal Board of Trustees at the Museo del Prado since October 2012.
