Pérez-Llorca takes top honours at inaugural Legal 500 Iberia Awards

Last night saw the celebration of the first edition of the Legal 500 Iberia Awards, the awards organised by this international directory to recognise the work of law firms and professionals in Spain and Portugal.

The firm won several awards, including Iberian Firm of the Year, the most prestigious of the night.

In the individual categories, Legal 500 awarded Pablo González Mosqueira as M&A Lawyer of the Year; Joaquín Ruiz Echauri as Insurance Lawyer of the Year; Javier García Marrero as Restructuring and Insolvency Next Generation Partner of the Year; and Elena Veleiro as Public Law Next Generation Partner of the Year.

The awards were held at the Four Seasons in Madrid and hosted lawyers from leading Spanish and Portuguese law firms. Daniel Cifuentes, Ana Cremades, Susana Estêvão Gonçalves, Laia Giner, Pablo González Mosqueira, Alberto Ibort, Clara Jiménez, Julio Lujambio, Félix J. Analysis of the main measures contained in Royal Decree-law 7/2025, on urgent measures to reinforce the electricity system

Following consideration by the Council of Ministers on 17 June 2025 of the Report of the Committee for the Analysis of Circumstances concurring in the Electricity Crisis of 28 April 2025, the Council of Ministers, at its meeting of 24 June 2025, adopted Royal Decree-law 7/2025, of 24 June, approving urgent measures to strengthen the electricity system (“RDL 7/2025”), published in the Official State Gazette of 25 June 2025.

RDL 7/2025 must be validated by the Congress of Deputies within thirty days of its enactment, in accordance with the provisions of Article 86.2 of the Spanish Constitution.

Adolfo Mesquita Nunes is appointed member of the Advisory Council for the Digitalisation of Public Administration

Adolfo Mesquita Nunes, a partner in Pérez-Llorca’s Public and Regulatory Law practice, has been appointed as a member of the Advisory Council for the Digitalisation of Public Administration (using the Portuguese acronym, the CDAP).

The mission of the CDAP, created within the framework of the Public Administration Reform led by the XXIV Constitutional Government, is to share guidance on the main trends, challenges and opportunities to be addressed in terms of the digital transition, administrative modernisation and emerging technologies, contributing to sharing international best practices, and to decide on the objectives, priorities and challenges in the implementation of the National Digital Strategy and the action plans for the digitalisation and modernisation of Public Administrations, including sectoral plans. This effort is aligned with the objectives of the European Digital Decade and the goals of the Recovery and Resilience Plan, with the aim of transforming public services into simpler and more efficient processes focused on the needs of citizens and businesses.

The CDAP is composed of five independent experts, recognised for their expertise in the fields of administrative modernisation and digital technologies. In addition to Adolfo Mesquita Nunes, the Council is composed of: Delfina Soares, Filipe Manuel Simões dos Santos, Luís Alfredo Martins do Amaral and Luísa Ribeiro Lopes.

In its Grand Chamber judgment of 22 October 2024, delivered in Case C-652/22, the CJEU has declared the question referred for a preliminary ruling inadmissible and has held that operators from third States are not entitled to claim equal treatment in EU public procurement procedures in the absence of an international agreement between the EU and that third State which guarantees reciprocity.
