General Law on Circular Economy

On January 19, 2026, the General Law on Circular Economy was published in the Official Gazette of the Federation, introducing a new legal framework to transform production, consumption and waste management models in Mexico.

The General Law on Circular Economy represents a structural shift in Mexico’s environmental policy by moving from a linear economic model to a circular one, focused on waste prevention, efficient resource use and extended producer responsibility. The Law introduces new obligations for producers and importers, including the registration of their Circular Management plans with SEMARNAT, the implementation of circularity mechanisms and the gradual compliance with sector-specific environmental targets.

It also creates the National Circular Economy System, a public registry and a digital platform, and establishes prohibitions aimed at preventing practices such as greenwashing. This new regulatory framework will have a cross-sector impact and will require a comprehensive review of production processes and environmental compliance strategies.
