Pérez-Llorca advised ERG Compañía de Infraestructuras y Desarrollos S.A.S. in connection with its participation in the public tender process called by the Agencia Nacional de Infraestructura for the development of the El Estanquillo–Popayán road corridor under a public-private partnership (PPP) structure. The engagement was triggered by the client’s need for comprehensive legal support to structure and submit its offer in compliance with the requirements of the bidding process. The project, awarded to ERG and MIA Grupo Empresarial, represents one of the most significant road infrastructure initiatives recently awarded in Colombia, with an estimated investment of approximately COP 8.8 billion.
Pérez-Llorca provided comprehensive legal advice on Colombian administrative and public procurement law throughout the bidding process. The firm assisted with the review and analysis of the tender documents, supported the structuring of the client’s proposal, coordinated the preparation and consolidation of the required documentation across multiple jurisdictions, and advised on responses to clarification requests issued by the ANI to ensure full regulatory compliance.
