Colombia issues Open Finance Decree and narrows the scope of the original proposal

Colombia has enacted Decree 0368 of 2026, formally launching its mandatory open finance regime and amending Decree 2555 of 2010. The final text significantly narrows the scope of the original consultation draft, focusing mandatory participation on entities supervised by the Financial Superintendence of Colombia (SFC), moving unsupervised players into voluntary schemes, removing the Trusted Third Party model and the reciprocity requirement, and allowing limited cost recovery for infrastructure—while keeping data itself free of charge.
