Profile

Since beginning her legal career in 2007, Paola Larrahondo has specialized in administrative law, government contracting, public-private partnerships (PPPs), litigation, and the design and implementation of public policy. She also has extensive experience advising on the development of legal frameworks and regulatory structures, both in the public and private sectors. Her strategic vision, technical expertise, and in-depth understanding of government operations have positioned her as a distinguished legal advisor in her field.

Experience

Paola was the first Executive Director of Fundación Pro-Bono Colombia, where she promoted access to justice. She later served as Legal Director at Bogotá’s Mobility Secretariat and subsequently as an advisor at the Ministries of Transport and Trade, Industry, and Tourism. During this time, she led the inter-institutional team responsible for drafting and advancing the legislative process of the Infrastructure Law (Law 1682 of 2013), strengthening her expertise in administrative law, public procurement, and public-private partnerships. Her master’s thesis on fourth-generation road concessions and the legal PPP model in Colombia was published by the Universidad de los Andes Law Review.

In 2016, she joined Pérez-Llorca and has been a partner since 2022. At the Firm, she has advised public entities and companies such as Aguas de Bogotá and IGT on public law matters; supported transactions including the acquisition of the Briceño-Tunja-Sogamoso road concession and SF Convías; and led comprehensive legal advisory for major infrastructure projects, including the TransMilenio fleet procurement and the Bogotá Metro’s First Line.

Academic and Publishing Collaborations

Her thesis, “The Fourth Generation of Road Concessions in Colombia and the New PPP Legal Model: What Have We Learned from Over-Renegotiation and Over-Litigation Trends?” was published in the Revista de Derecho Público de los Andes.
