Pamela is an associate specialized in energy and infrastructure. She advises our clients primarily on the development and structuring of renewable energy and oil & gas projects.

Experience
Pamela is an Associate at Pérez-Llorca Mexico, advising leading clients in the energy and infrastructure sectors on the development and operation of their projects. Her practice focuses on regulatory compliance and on the drafting and negotiation of the contracts required for the execution and operation of such projects. She has also participated in advising on energy-related disputes, including constitutional and administrative litigation, as well as international arbitration within the industry.
Previously, Pamela specialized in constitutional and international litigation. She worked at the Inter-American Commission and the Inter-American Court of Human Rights, where she analyzed States’ international responsibility in cases concerning environmental and community due diligence in mining, energy, and infrastructure projects across Latin America. She has also collaborated as a consultant for international development banks, advising on environmental, social, and governance (ESG) legal risks in contracts aimed at climate change prevention.
Pamela is a strong advocate for gender equality and diversity and is the founder of Círculo Feminista, A.C., a Mexican organization dedicated to women’s empowerment, through which she has advised companies and governments on the creation of internal mechanisms and protocols to prevent gender discrimination.
