Since beginning his professional practice in 2006, José Luis has been involved in various transactions, including mergers and acquisitions processes, financing, issuances, and, more generally, legal, contractual, environmental, and regulatory matters in the energy, mining, and oil industries. In addition to actively participating in the structuring of energy projects from a regulatory perspective, he has particular experience in the structuring, negotiation, interpretation, and management of typical contracts in the sector.

Experience
José Luis began his legal career in 2007 at Pérez-Llorca, where he was later named partner in 2020. Between 2012 and 2017, he held management roles in legal and contracts departments at leading energy companies such as Halliburton, Weatherford, and Gran Tierra Energy, building strong expertise in corporate and regulatory matters. He also worked at international law firms before rejoining Pérez-Llorca in 2017.
He has advised on key transactions in the energy sector, including the acquisition of Oxy by Carlyle and various renewable energy projects. Notably, he advised Ecopetrol S.A. in a competitive process to acquire a renewable energy platform with 1.3 GW of total installed capacity, comprising solar and wind assets across Colombia. The deal includes an operational photovoltaic plant (102 MWac) and a portfolio of projects at different development stages. He has also advised companies such as Invenergy and Acciona on non-conventional renewable energy initiatives, involving complex regulatory approvals and strategic structuring.
