Flexibility, Key to the Success of Blended Investment

The new Law for the Promotion of Investment in Strategic Infrastructure for Development with Well-being opens opportunities to boost private investment in key projects; however, its success will depend on regulatory clarity and flexibility in participation schemes, notes Jerónimo Ramos, partner at Pérez-Llorca México in the Projects, Energy and Infrastructure practice.

In an interview with El Economista, Jerónimo Ramos highlights that the effectiveness of the Law will depend on its interaction with other instruments, particularly budget allocations and the definition of powers of the future interinstitutional advisory council. He underscores as a positive element the inclusion of flexible contractual schemes, which will allow the combination of different investment mechanisms, such as funds, trusts and public-private partnerships, to attract private capital.

He also anticipates that project development will largely depend on the role assumed by the State in each case, in a context where more than half of the projected investment towards 2030 will be concentrated in the energy sector.
