The Guidelines establish the internal framework under which the Federal Electricity Commission (“CFE”) will develop mixed development schemes for electricity generation, and they regulate the manner and terms in which the bases of the selection process, the technical and operational terms, the contract model, the financial model, and the general terms that each project must consider for its approval are to be prepared.
