Samuel has been a member of the firm since 2021. His practice focuses on competition law, merger control, and economic regulation. He also has extensive experience advising clients and representing them in matters involving consumer protection, unfair competition, data protection, compliance programs, telecommunications, and public procurement.

Experience
Samuel advises Peruvian and international clients on competition law and merger control matters. His experience includes providing comprehensive advice in merger control proceedings, both in Phase I and Phase II reviews, including threshold assessments, transaction notifications, multi-jurisdictional coordination, as well as the design and negotiation of remedies. He also advises clients in investigations and sanctioning proceedings involving alleged anticompetitive conduct, including the development and implementation of defense strategies.
In addition, he advises clients on regulatory matters and issues related to unfair competition, consumer protection, data protection, and compliance programs.
He has particular experience in the payment services, energy, financial services, digital platforms, agribusiness, mining, hydrocarbons, and consumer goods sectors.
Prior to joining the firm, Samuel worked as an international associate in the competition law practice of a leading law firm in Santiago, Chile, and as an associate at a leading competition law firm in Lima.
Academic and Publishing Collaborations
Samuel served as a teaching assistant for Competition Law and Administrative Law courses at the National University of San Marcos and as General Coordinator of the Administrative Law Research Group (TIDA) at the same university.
