Publication of the DACGs to Regulate the Electrical Energy Self-Consumption Regime

22/12/2025

The National Energy Commission published new provisions regulating the Electrical Energy Self-Consumption regime, as part of Mexico’s new energy regulatory framework.

On December 12, 2025, the General Administrative Provisions regulating the Electrical Energy Self-Consumption regime were published in the Official Gazette of the Federation, replacing the former Isolated Supply scheme. The DACGs set forth the rules applicable to isolated and interconnected self-consumption modalities, regulate the sale of surplus electricity exclusively to the CFE, introduce community microgrid schemes, and establish new obligations regarding permits, registries, and backup generation. This new framework entails significant changes for energy, industrial, and infrastructure projects seeking to generate electricity to meet their own needs under the current legal regime.
