On June 15, 2026, an Agreement was published in the Official Gazette of the Federation through which the Mexican Social Security Institute (IMSS) issued the General Rules to comply with the Decree published on April 28, 2026, regarding the enrollment in the Mandatory Social Security Regime of Mexican nationals repatriated from the United States and their legal beneficiaries, as part of the national strategy known as “México te abraza.” The Rules apply to Mexican nationals who obtain their repatriation letter at the shelters established under this strategy, as well as to their legal beneficiaries.
Key provisions include the responsibility of the National Institute of Migration (INM) to provide the IMSS with the CURP of each repatriated person and to process enrollment transactions, coverage lasting up to three months, and the requirement for repatriated individuals to register at the Family Medicine Unit corresponding to their place of residence, a process that can be completed through IMSS Digital. These measures strengthen access to social security for repatriated Mexicans, guaranteeing the protection of their right to health services and facilitating their reintegration into the country under conditions of greater well-being and inclusion.
