Profile
Silvia Mañá joined the Barcelona office in 2025 as a partner in the Land Planning and Public Law department. She has more than 20 years of experience providing advice as a public law lawyer and specialising in land planning law. Previously, between 2003 and 2022, she worked in large national and international firms, and in 2021 she was appointed national partner in Public and Land Planning Law department at a big four firm.
She has over twenty years of experience providing multidisciplinary advice to national and international companies on matters that make up the field of public law, with a significant specialisation in land planning.

Experience
Silvia specialises in land planning law and public law. Her land planning law practice focuses on the comprehensive support of complex land planning transactions and projects, linked to the development of land, existing buildings and activities, offering advice during all phases of the land planning implementation process. She also has experience in green planning and the development of eco-mobility and urban cohesion plans.
Specifically in Catalonia, and in relation to her specialisation in the field of transactional land planning, she provides advice on transactions and projects related to housing (hybrid and living uses), affordable/social housing, tourist and seasonal residential uses, converting industrial buildings and traditional uses.
She is also notable for her multidisciplinary approach when providing advice on public procurement, administrative proceedings and relations with public and private entities, as well as acting as legal counsel in contentious-administrative appeals.
Academic and publishing collaborations
In the academic field, Mañá is a lecturer and speaker for educational institutions such as Esade, the Instituto Superior de Derecho y Economía (ISDE) and the Barcelona Bar Association.
She has also been a member of the Administrative Law Section of the Barcelona Bar Association and is actively involved in giving lectures and seminars at different forums and organisations.
She has also published articles and press releases in numerous leading specialist journals and publications.
