Beatriz joined Pérez-Llorca in January 2019. Prior to joining the firm, she worked as a lawyer in the Real Estate and Land Planning area of a national law firm, and subsequently in the Land Planning area of an international law firm, with over a decade of experience providing legal advice in the fields of urban planning, environmental, infrastructure and construction law.

Studies:

• 2018 – Executive Master’s degree in Land Planning and Zoning, CEU IAM Business School, Fundación Universitaria San Pablo CEU (Madrid)
• 2015 – Joint Master’s degree in Corporate Law and for Access to the Legal Profession (LL.M), IE Law School (Madrid).
• 2014 – Degree in Law, Universidad CEU San Pablo (Madrid).

She speaks Spanish and English.

Experience

Beatriz provides advice in Pérez-Llorca’s Land Planning and Environment practice area, and is regularly involved in particularly complex transactions throughout Spain, including new market trends such as flex living, build to rent, data centres, etc.

Specifically, Beatriz regularly advises domestic and international companies (e.g. investment funds, developers, financial institutions, construction companies, real estate groups), public administrations and land planning entities, centred on:

• Real estate transactions of all types of projects throughout Spain, including land, works in progress, finished products for development, renovation and/or refurbishment (e.g. residential, commercial, tourism/hotel, offices, industrial/logistics) including matters such as changes of use, protection of historical heritage, right of first refusal, easements, other sectoral matters, etc.
• Procedures for obtaining administrative authorisations for the implementation and development of projects (i.e. environmental, land planning and administrative authorisations and licences).
• Drafting land planning reports analysing the land planning situation of plots of land and real estate assets (e.g. applicable planning parameters, situation of land planning licences, contingencies, changes of use, etc.).
• Advice on the drafting, processing, review and analysis of urban planning and management instruments (e.g. General Plans, Partial Plans, Special Plans, Replotting Projects, Detailed Studies, Urbanisation Projects, Special Action Projects) and unique instruments (e.g. Regional Scope Projects).
• Environmental advice regarding waste, discharges, protected areas and species, contaminated soil and emissions, as well as sectoral issues (coasts, trainlines, airports, etc.)
• Litigation in administrative proceedings and experience in the negotiation with Public Administrations for the resolution of legal-urban issues, as well as disciplinary files.

Academic and Publishing Collaborations

Beatriz lectures on some land planning programmes such as the “Executive Master’s degree in Land Planning and Zoning” (MUOT) at the CEU IAM (Institute for Advanced Management) Business School and the “Master’s Degree in Real Estate Management”, teaching the course on Land Use Law at UNIR – University of La Rioja.

In addition, Beatriz actively contributes to writing reviews and articles on land planning and environmental practice. Specifically:

• She contributes to and participates in writing in Pérez-Llorca’s land planning and environment department newsletter.
• Pérez-Llorca Legal Journal (“Sobre el ius variandi de la Administración pública: fundamentos y límites”).
• Pérez-Llorca Legal Briefing (“Initial approval of the amendment of the urban planning regulations of the General Urban Development Plan of Madrid of 1997”).
