Proposal for a “Digital Omnibus” Regulation

We are pleased to present two Legal Briefings on the proposals for the “Digital Omnibus” Regulation:

• Proposal for a Regulation as regards the simplification of the implementation of harmonised rules on artificial intelligence (Digital Omnibus on AI)
• Proposal for a “Digital Omnibus” Regulation for the simplification of the EU digital acquis

In these Legal Briefings, we analyse the recent proposals presented by the European Commission on 19 November 2025, which seek to simplify European digital regulations and reduce administrative burdens. The first examines the measures to simplify the AI Act, while the second analyses the consolidation of the digital acquis in three areas: data, cybersecurity and artificial intelligence.
