Rights of first refusal in favour of the Administration of the Generalitat for the transfer of dwellings of large legal entity holders

On Wednesday 26 February, Decree-law 2/2025, of 25 February, adopting urgent measures in the area of housing and urban planning (“Decree-law 2/2025”), was published in the Official Gazette of the Generalitat de Catalunya. Together with other new developments in the areas of public works, urban planning and protected public housing, Decree-law 2/2025 introduces a right of first refusal in favour of the Administration of the Generalitat for the transfer of dwellings in areas declared stressed residential market areas (zonas declaradas como mercado residencial tensionado) (“ZMRTs”) when the transferor is a legal person with the status of a large holder
