Regulatory updates on Market Abuse: Commission Delegated Regulation (Eu) 2026/789 and Commission Implementing Regulation (Eu) 2026/1291

During July 2026, two new implementing measures for the Market Abuse Regulation were published and entered into force, arising from the amendments introduced by the Listing Act.

The first is Delegated Regulation (EU) 2026/789, concerning the disclosure of inside information in protracted proceedings and the delay in disclosure, and the second is Implementing Regulation (EU) 2026/1291, which sets out the new format for insider lists. Both regulations have significant practical implications for issuers, who will need to review their internal procedures for the disclosure of inside information, update their policy on delayed disclosure and adapt the format of their insider lists.
