Clara joined Pérez-Llorca in 2018. Before joining the firm, she worked at a Big Four Firm and previously completed work experience as part of her Master’s degree for Access to the Legal Profession in the Public Law department at a national firm. She also completed work experience in the Public Law department at another Spanish firm.

Experience

Clara is part of Pérez-Llorca’s public law practice area and provides advice in the land planning, environment, infrastructure and construction department.

Clara provides legal advice to Spanish and international companies, investment funds, public administrations and land planning entities, with a focus on:

  • Specific legal advice in relation to the land planning situation in the region of Catalonia and, in particular, in the city of Barcelona, with knowledge of the municipality’s complex land planning situation. In particular, in relation to the different land planning instruments for application, relevant modifications as well as suspensions of application and the impact on the development of different real estate projects.
  • Coordinating, advising and managing urban planning entities, such as Compensation Committees and/or Urban Conservation Entities in different areas of the country.
  • Advice on the drafting and follow-up of all types of planning and environmental instruments (General Plans, Partial Plans, Planning Agreements, Detail Studies and Re-plotting Projects, etc.).
  • Analysis of the implications of the regulation in the sector, especially on land developments and implementation of real estate projects (e.g. aeronautical easements, protection of heritage, cultural protection of archaeological goods etc.)
  • Legal environmental advice regarding waste, discharges, protected areas and species, contaminated soil and emissions
  • Litigation in both administrative and contentious-administrative proceedings
  • Carrying out land planning and environmental due diligence and drafting legal reports on the findings

Academic and Publishing Collaborations

Clara is involved in a number of urban development programmes such as the Urban Planning and Management and Licences Programme at the CEU IAM (Institute for Advanced Management) Business School.

Clara is actively involved in writing reviews and articles in Pérez-Llorca’s land planning and environment department newsletter.
