The first of these, Royal Decree-Law 26/2026 of 29 September, which adopts urgent measures to protect the social function of housing and increase the supply of affordable housing (“RDL 26/2026”), was published yesterday in the Official State Gazette (BOE). Today, Royal Decree-Law 27/2026 of 29 September, which adopts urgent measures to strengthen the stability of lease agreements for habitual dwellings (“RDL 27/2026” and, together with RDL 26/2026, the “RDLs”), was published.
It is important to note that, as Royal Decree-Laws, they must be ratified by the Congress of Deputies within a maximum of 30 calendar days of their promulgation. In this regard, the Government has announced its intention to vote on their ratification on Friday 2 October in an extraordinary plenary session. If they are not ratified, the RDLs will cease to have legal effect.
