The European Union adopts the 18th package of restrictive measures against Russia

On 18 July 2025, the Council of the European Union (“EU”) adopted the 18th package of restrictive economic and individual measures against Russia (the “18th Package”), with the aim of further limiting its ability to sustain its war of aggression against Ukraine.

The new package deepens the sanctions regime by introducing new measures which affect key sectors of the Russian economy, such as energy, maritime transport, the financial sector and the defence industry, and incorporating new individual sanctions. The new regulations and decisions entered into force on 20 July 2025.
