Bernardo de Sousa Alvim is an associate in Public and Regulatory Law at the Lisbon office.

Bernardo has worked across various regulated sectors, namely energy, water and sanitation, transport and telecommunications.
He advises public and private clients in several areas of public law, with notable experience in constitutional law and administrative law, particularly in public procurement matters. His work includes assisting in the conduct of public contract award procedures and in the performance of complex administrative contracts, with a special focus on concession agreements.
Bernardo also has extensive experience in litigation, representing public and private entities before administrative courts and arbitral tribunals, namely in pre-contractual disputes, proceedings concerning the economic and financial rebalancing of concession contracts, and various administrative challenges.
He has also provided advice on public law matters from foreign legal systems, such as those of Angola, Mozambique, Cape Verde, and São Tomé and Príncipe, particularly in the context of energy projects and the privatisation processes of state-owned enterprises.
Academic and publishing collaborations
Between 2023 and 2025, he served as a guest lecturer in the Legal and Political Sciences Group at the Faculty of Law of the University of Lisbon.
He is the author of the article “Nagorno-Karabakh: The ECtHR Does Not Take Sides When Defending the Right to Property (an analysis based on the cases Chiragov and Others v. Armenia and Sargsyan v. Azerbaijan)” in Armed Conflicts Before International Courts: Case Studies. Lisbon: Lisbon Public Law Editions, 2025 (coordinated by Ana Rita Gil).
